“FMCSA appears unwilling to make a number specific changes ATA believes are absolutely necessary. We presented these problems and corresponding solutions to FMCSA in a meeting on April 12, but in the majority of instances we believe that they will not accept our suggestions or provide a specific timeline for doing so."
